York is a first-class city, as designated by the State, with a Mayor-Council form of government with a city administrator. Municipal officials include the Mayor and Council members who are elected for a term of four years, and six appointed officials consisting of : City Administrator, City Clerk-Treasurer, Director of Public Works, Fire Chief, Police Chief and Library Director.

The City Administrator is the administrative head of city government under the direction and control of the Mayor and City Council and is responsible to the Mayor and City for the efficient conduct of the office.

The City Clerk-Treasurer is responsible for the custody of all laws and ordinances. The office is charged with keeping a journal of the proceedings of the council, a record of all outstanding bonds against the City, makes annual and periodic reports, and other duties as prescribed by State Law and City Ordinance.
